The Demise of the 28-Point Peace Proposal for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe experienced widespread relief on Monday, as the tension sparked by the presentation of a new 28-point plan for resolving the conflict appeared – briefly – to have been stabilised. A American diplomat spoke of "notable headway" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its countermove: a renewed assault of aerial bombardment on Kyiv.

The Pattern of Peace Talks and Military Action

The sequence of conflicting incidents captured the harsh reality of the recent timeframe. By day, diplomatic battles are waged: positive announcements are released from different nations. Immense energy is devoted on containing particular approaches. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the key method for achieving "peace".

Nighttime Reality

As military strikes progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was laid bare. Ukraine is able to track missile launches from across the border, a capability provided through up-to-date information. From witness perspectives, defense planes that had been scrambled to counter approaching cruise missiles streaked across the sky – modern combat jets supplied to Ukraine by Western partners.

Moments later, Kyiv's anti-aircraft weapons engaged: defensive missiles deployed against a hostile projectile. This was a modern interception technology at work, probably delivered by allied countries. Every firing shakes the surroundings, causing tremors. The moment of terror quickly becomes sober acceptance: perhaps the hostile projectile won't cause damage this time, preventing destruction from catastrophe and further power outages.

Ongoing Risks

Soon after, a automatic firearm fired at a unmanned aircraft somewhere nearby, part of a rapid response unit – probably Western-made equipment. Regrettably, the bullets missed the opposing UAV – it continued its flight toward its target.

Intermittently, this continued until dawn. Kyiv faced the morning news: seven people killed, destruction and infrastructure problems in many homes as a result of the night's assault. As always, everyone still continued their routines – enduring hostilities. But those entire period demonstrated Ukraine's essential dependence on external assistance – a need that neighboring countries are evidently unprepared to fill in the near term.

Ineffective Peace Efforts

The detailed framework from US administration generated strong feelings, controversy and deep concern – and momentarily shifted focus from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after prior negotiation attempts and international summits.

Every new initiative from Washington follows the same pattern: a political offensive against Ukraine, which Kyiv, with partner nations, effectively counters. They stabilise the situation but never actually secure success. This cycle will, undoubtedly, continue.

Tactical Assessments

It is easy to blame particular leaders of persistently promoting Russian terms. But that does not seem to be the complete picture. American leadership operates on a principle well known to experienced diplomats: you cannot secure via talks what you have failed to defend militarily. The US administration assumes that it is impossible to force Russia to surrender the areas that it presently holds in Ukraine's south or east.

The challenge is that while recognising this factual reality, Washington does minimal to deter Moscow, through diplomacy or military means, from thinking that the situation will not evolve additionally in its advantage in the coming year.

Conflicting Perspectives

Therefore, Russian leadership is confident that time is on his side – that Ukraine and its allies are coming close to fatigue. Their incentive to agree to terms that does not give them the greatest potential benefit is virtually nonexistent. There may be numerous efforts to end hostilities, but they will continue as long as Russia's leader remains highly assured in the result.

On the contrary, Kyiv believes that Ukraine can still persist, gradually sacrificing people and territory but preventing a complete military breakdown until conditions improve in its benefit.

Present Conditions

Realistically, there are no real preconditions for a ceasefire. Now, subjective factors are becoming relevant: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unsuitable, so that their attention does not move to homefront challenges. And although their objective will now be significantly challenging after current events, it remains highly unlikely that this will change their overall approach.

These two forces are driving the talks.

Assessment and Future

It took a just a single week to terminate the suggested clauses of the current initiative. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the other European countries, along with soothing efforts of diplomats, and finally, latest revelations, all did their job.

While new proposals based on established approaches are imminent, Kyiv, London and other Western governments should reach an essential realization: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are based on Russian demands and reflect specific hesitation to alter the situation, if they maintain solidarity and improve their protective measures at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capacity to counter nocturnal attacks will, for the predictable period, primarily depend on ongoing international assistance.
